Emergency Vehicles
While taking a break from researching ways to model trains, I decided to take a look at the other large component of this project; modelling of emergency vehicles in SUMO.
Unforunately I was met with a similar situation as I experienced with train modelling:

The simulation of emergency vehicles and their special rights is partially possible with SUMO. Additional capabilities are planned for the future.
Apart from some attribute settings which can be used for visualization in SUMO-GUI, there seems to be very minimal built in support for emergency vehicle behaviour. Looks like another workaround will need to be constructed.
